Red Mage's Prefulgence and Scorch hit detection is too slow

Prefulgence and Scorch feel very unresponsive in PvP. Prefulgence is especially bad as it takes forever for its damage and healing to go out, which can make the difference between living or dying pretty often for both you and your teamates.

EDIT: Resolution is also very slow

Considering the moves are all AOEs, this might actually be kinda fair for one - and it also plays well in combination with RDM LB: Southern Cross, lining up the damage closer to each other (i.e. big spike in shorter time frame from initial to final hit).

Resolution for being an AOE silence is actually treated fairly with the time it takes to impact, given the size of that AOE - Primal Rend from WAR is working under similar restrictions.

I don't mind Resolution's speed, it's partially readable for reacting to, even in busy graphical explosion fights.
Wish I could see oracle in that kind of mess though.
Vice of Thorns is very snappy and responsive now, compared to the very first strangely applied "hit detection" patch.
