update I give up, i tried everything and there is no apparent solution or official help. Ty Darkstride and fulululu for your help.
I have also been looking for a solution for this for months, and I FINALLY came across the cause of it (which is the weirdest bug in my opinion). If your Windows PC username has any special characters in it, for some reason the launcher won't allow the game to launch. My username on Windows had a "♥" in it, and once i changed the username to letters only, it worked just fine. If this applies to you, steps to fix are:
    1. Win key + R
    2. Type netplwiz and hit "Ok"
    3. Under "Users for this computer", click on the account you're logged into, click "properties" and change the "username" field to something without special characters.
    4. MOST IMPORTANT STEP, RESTART YOUR PC.
    5. try launch the game now hope this helps you or someone else out there who was struggling like me

Thank you for posting in the Final Fantasy XIV Technical Support Forums.

We apologize for any inconvenience experienced when trying to play Final Fantasy XIV. If you would like to continue to try and troubleshoot the issue, please try the following:
    - Switch between full screen and borderless windowed modes.
    - Please try adjusting/lowering the resolution.
    - Please try running the game as an administrator.
    - Please be sure to disable or remove any overlays (Discord, Steam, NVIDIA etc.) as they may interfere with startup.

Disable Full Screen Optimizations. To disable this, please find the "ffxiv_dx11.exe" and right click it and select properties. Then under the compatibility tab there will be a check box labeled "Disable Full Screen Optimizations". Check it and click apply.

Open the Nvidia Control Panel and going to 'Manage 3D Settings'. From here, select 'Program Settings' and select Final Fantasy XIV. You should see an option to select the GPU. Make sure it's set to your dedicated graphics card (it may be set to 'Auto' by default)

Delete locally saved content ('Documents' > 'My Games' folder)
When the game is running, open the task manager, click the ‘Details Tab” Find the game and right click it. Select ‘Set Priority’ options to “High”.

In order to run DirectX 9, simply disable DirectX 11 through the 'Config' section of the launcher.

I'm having something similar, I'm using DX12 and keep getting "A fatal DirectX error has occurred. (11000002)" or "An unexpected error has occured. Exiting FINAL FANTASY XIV." with a bunch of .dll files.
I want to try running the game in DX11 to see if it fixes it but there is no longer the option to change it to DX11 in the launchers Config section. I was hoping SQEX was gonna add DX12 support in Dawntrail but they didn't.
Is it coming any time soon?

On a few months break atm, I logged into FF to reset housing timer, and found the same issue as OP. So I have no idea when exactly this started. Got it working again after changing two things.

First I updated nvidia driver to its latest hotfix https://nvidia.custhelp.com/app/answ...tail/a_id/5624
After that the game seemed to load a bit further, still got a CTD just without any error message.

Then I reset the FF14 driver profile using Nvidia Profile Inspector https://github.com/Orbmu2k/nvidiaPro...ector/releases
After that the game runs well again.
