Stuttering when loading in a lot of characters(Issue was not present before)

Hello! recently I bought a new GPU and ever since I switched out my old one, I've started getting stuttering when loading in a lot of characters.
    These are my specs:

    CPU: Ryzen R5 5600
    GPU: rx 6750xt
    PSU MSI 650w
Ram: Corsair 16 GBs 3000 mhz
    NVMe SSD.

    Things I've tried:
    Clean install of drivers
    Reseating RAM
    Reseating GPU
    Clean boot
    Disabling DXNavi
    Resetting shader cache
    Reinstalling windows
    Reinstalling the game
    Updating BIOS

As you can see, I've tried many things, and they did not work.
I had an RTX 2060 previously, and that did not happen with that graphics card, only started happening when I switched out the GPU to an AMD one.
Only happens in ffxiv, I run Cyberpunk 2077 on ultra, high population settings with more than 60 fps.
    I would appreciate the help.

What Platform are you using? (Steam/Windows/Mac/PS4 etc.)
At what point does the issue occur?
How often does the issue occur?

Could you provide the exact error message received, if any?
Are you running any additional programs alongside Final Fantasy XIV?
When the issue happens, is the PC over heating at all?
Does this issue occur if the game is run in full screen mode? Does it happen in borderless or windowed mode?

Could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.
