Should SE scale high end content difficulty towards the usage of SIM ?

I dont think that ultimates are designed for pf

It’s only recently that it has been made possible (LPDU in EU)

SE designs all content with PF in mind. Keep in mind that JP uses the duty finder as the primary method of completing content.

LPDU and NAUR made it possible by standardising strats. That's it. There was nothing inherently un-PFable about Ultimates besides the fact that every group used different strats.
