None of that content was added in 7.1. You're talking about 7.15 content now, which was added a month later meaning that people were already long since finished with their 1 hour per week drip feed from 7.1.
If you want to have an honest conversation about 7.15 then this is what we actually had to do:
- 1 Hildebrand quest (10 mins on patch day)
- Custom deliveries (2 mins per week)
- Daily frontline (20 mins per day)
- Maps (1 hour per week)
Again, it's clearly just not enough to keep someone interested in a game that they're paying a monthly fee to play.
To the other points that you tried to slip in:
No one is doing daily expert roulettes or reclearing M4S. That hasn't been relevant for months and even when it was relevant, the vast majority just do 3 hunt trains to cap tomes and then reclear the raid tier for a combined 2 hours per week.
Bicolour gemstone rewards can be bought on the marketboard. There's no reason to spam FATEs.
The 1 new hunt reward cost 3k nuts and there was nothing else to spend them on. Most people were already capped and bought it outright when it was added. There was no content to engage with.
You could also farm the new ex trial but most people will just wait and do it later when it's faster due to ilvl increase and you can actually buy the mount with totems. It's kind of a waste of time to do it now.
Similarly, most people aren't doing chaotic and ultimate on release. You can just buy the rewards from chaotic and the large party size makes it painful to prog/farm in PF and a large part of the playerbase doesn't engage with ultimate beyond the disappointing race on release.
What other unfinished content? There was so little to do during Endwalker that everyone ran out of other unfinished content years ago. Even most of the people who started playing during Shb have run out of old content to go back to.
No one is stressed and overwhelmed by there being too much optional content that they can choose to engage with or ignore at their leisure.
