There were people I saw who had everything you could possibly get from Chaotic the first week and they were happy because they were done and could stop burning through it to get what they wanted.
Nobody is talking about those people though. I specifically cited how even at a slow pace, content simply doesn't last. Sure, some people will have grinded out Chaotic within a day or two. Just like a couple got max rank in Island Sanctuary in three days. They're the extreme just like the hypercasual who can only play for an hour a week max. What about everyone else? If you have 4-5 hours a week, you already exceed the longevity of every non-raiding piece of content 7.1 offers. And this patch is supposed to last until March or April.

Naturally, the people who can spend all day for weeks will burn through it faster.
I'll speak anecdotally to this. A friend of mine has a two year old and works 8-10 a day yet can still dedicate hours to XIV if she wanted to. In fact, she completed everything 7.1 offered over a weekend because she no longer raids and that's literally all it takes if we're generous. Most people have more than a "couple minutes here and there" for their hobbies. Those who don't, aren't playing XIV to begin with.

Stop making excuses for a multi-million dollar company who hasn't once managed to even meet their own four month deadline in three years.
