It's a valid argument and it does need to be factored in. Even with content that is intended to last, people will burn through it. You would see people linking the latest relic step in Idyllshire first day back in Heavensward if it was something that wasn't limited (like a resource tied to a daily roulette) because they no-lifed so they could be first. There were people I saw who had everything you could possibly get from Chaotic the first week and they were happy because they were done and could stop burning through it to get what they wanted.
What peeves me is not the nuance of it partially being players fault for no lifing. Its that the blame gets lifted off completely from the poor "devs" who lack the resources to innovate when other MMO's and free to play games could. And having the gal to charge a monthly payment for it.

- hard challenges to get different weapon glams for jobs, beating hard solobosses for them.

- achievements that reward Spell Glams that change the look of your spells.

- gathering job = archeology like in WoW that would reward mounts, pets, glams, stories, legends. Add RNG TO THE GAME
Incentivizing people to read lore. Make it apart of the unending journal or whatever its called for hints and navigation. Deep sea diving arceology.

Airship housing, submarine housing, airship FC fights with partyfinder filler options to include everyone alà blue mage challenges. Forcing you to man cannons, throw bombs overboard and avoid falling.

Those are just four off the top of my head. But nah fam. Fates and hunts. Where is the innovation
