    Unable to Download Game/Patch [30413][25008][20495][20495]

After a lot of trial, error, and frustration, I've decided to post here.

I've always had a lot of trouble patching the game - previously when I would patch I would have to restart the download several times because it would always shoot me this error code:
    [30413][25008][20495][20495]

In the past, I've been able to brute-force it, just re-launch the game over and over until it finally got over an invisible hump and started patching. Now, I'm installing the whole game fresh onto a new system, and not even that is working. I don't get a single mb of data before it shoots me the error code [30413][25008][20495][20495] .

For reference, I am launching the game through Steam.

    I've tried:
    Changing my DNS server.
Installing and uninstalling and reinstalling several times across both my drives (both my HDD where Steam is installed, and my SSD where my Docs folder is).

I've also followed instructions that were posted last year by Moderator Yarxideyn
    - Under the "General" tab, please delete ALL browser history.
    - Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
    - Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
    - Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
    - Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
    - Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.

    - Flush DNS: Within the "Command Prompt" of the device, please type the command "ipconfig /flushdns".
    - Reset TCP/IP: Also within the Command Prompt, type the command "netsh int ip reset" and then restart the computer.
    - Delete the Patch Folder: Navigate to the folder using this path This PC > Docs > My Games> FFXIV ARR > Downloads > FFXIV patch (Use for either the version update error or cannot download patch files error)

All of these solutions have proven ineffective. Please, any assistance on the matter would be appreciated.
