Does your anti-virus software have the appropriate exceptions for Final Fantasy XIV? Furthermore, are you using a wired or wireless connection? Does this occur only during peak hours or does this occur during off-peak hours when you are playing? Lastly, when you attempt to play the game, are there other people under your connection in your household as well?

We would like to note as well that it seems OneDrive may not be fully disabled when launching the game as shown in your system report here [MyDocument C:\Users\aquat\OneDrive\Documents]. Additionally, you may also want to free up some space on the [C: Drive] as it may be a bit low for future updates and patches.
