FPS constantly slugging down to -10FPS

This seems very similar to the issue that I had. Can you open your device manager and check if your framedrops happen at the same time as the device manager refreshes? if yes, the slowdowns are probably caused by a device conecting/disconnecting. And it might be a device you dont know about.
