FPS constantly slugging down to -10FPS

I've been having this issue for a good couple of months now. When I first log into the game I'm always able to get clean 60+ FPS, but then I will get bunch of sudden spikes of slowdown after loading into the game, consistently every 3-4 seconds, where FFXIV becomes a slideshow, complete with input lag as well.

This ONLY happens with FFXIV, I've never had this issue with any other game I own, including games with more intense graphics/with many players (Fortnite, Baldur's Gate, Overwatch etc. all run without issue). It's honestly been making my game nigh-unplayable, so I'd like to know what else I could try to fix it.

I have already tried the following:
-Made power profile high performance
-Set FFXIV to high priority in task manager
-Updated all graphics drives + restarted computer
-Updated laptop firmware
-Uninstalled and reinstalled graphics driver with DDU
-Ran FFXIV in a clean boot
-Lowered graphics settings (FPS stays the same regardless of where I put it)
-Switched between DLSS and FSR
-Checked for overheating (CPU is consistently at 44C, GPU at 80C)
-Disabled Vsync
-Set FPS cap to screen refresh rate using all 3 possible methods
-Closed down all background apps
-Unplugged extra devices/controller
-Disabled controllers in FFXIV
-Disabled all plugins and overlays
-Disabled fullscreen optimizations
-Disabled windowed optimizations
-Disabled Microsoft Device Association Root Enumerator
-Disabled Hardware accelerated GPU scheduling
-Disabled Discord's hardware acceleration
-Disabled Game Bar (to the extent I could)
-Replaced faulty charger
-Restored game files/integrity check
-Rolled back to Windows 23H2
-Rolled back graphics driver
-Port-forwarded what Square asked me to
-Disabled Microsoft Edge

We apologize for any inconvenience experienced when trying to play Final Fantasy XIV. Please try the following:
- Switch between fullscreen and borderless windowed modes.
- Update and reinstall the drivers for your graphics card and sound drivers (if applicable). Should the issue persist, please try a clean reinstall instead.

- Please try adjusting/lowering the resolution.
- Please try running the game as an administrator.
- Perform a clean boot by opening the task manager and select the 'Start up' Tab. Disable everything.
- Please be sure that Final Fantasy XIV is installed to the C: Drive.
- Please be sure to disable or remove any overlays (Discord, Steam, NVIDIA etc.) as they may interfere with startup.
- Make sure that the Windows OS is fully updated.
- Reinstall game.

Upon further review, it appears that you may be using Windows' cloud program 'OneDrive'. Please try disabling this program as it may cause interference as it tries to sync your files. Additionally, it appears that your system may have two GPUs. Please make sure your system is defaulting to the correct one when accessing FINAL FANTASY XIV.

OneDrive I've had disabled for a very long time.
FFXIV has only ever used my 3080 Ti, never had it switch to the other at all. Issue still persists even if running the 3080 as my dedicated GPU.

Just to clarify a bit more, is Microsoft Edge up to date? We kindly ask that you please reenable this program as the launcher opens through the operating system's default browser. Does your anti-virus software have the appropriate exceptions for Final Fantasy XIV? Furthermore, are you using a wired or wireless connection? Does this occur only during peak hours or does this occur during off-peak hours when you are playing? Lastly, when you attempt to play the game, are there other people under your connection in your household as well?

We would like to note as well that it seems OneDrive may not be fully disabled when launching the game as shown in your system report here [MyDocument C:\Users\aquat\OneDrive\Documents]. Additionally, you may also want to free up some space on the [C: Drive] as it may be a bit low for future updates and patches. This seems very similar to the issue that I had. Can you open your device manager and check if your framedrops happen at the same time as the device manager refreshes? if yes, the slowdowns are probably caused by a device conecting/disconnecting. And it might be a device you dont know about.
