I'd suggest the current system isn't working when players will reveal in chat they are breaking ToS while giving a big FU to their team-mates who are trying to win.

IMO there's a large and noticeable difference between people who are new/poor at the mode, and those that are willfully choosing not to engage at all.
I totally get what you're saying. I just think that it would surprise you how "bad" some players are. Of course this does not justify the people that literally admit to griefing by either not playing the game or by admitting it in chat, GM's should absolutely be more proactive in dealing with these players. Personally I am just not sure if giving less rewards to those players will solve it since the danger of false positives could happen depending on the implementation. Imagine a player who genuinely does not know recuperate is a button they had to put on their bar, then 0 healing is a stat that could trigger a false positive for someone who genuinely is just clueless. This is a bit of an extreme example but I have seen it happen. I've heard several stories of people queueing into pvp for the first time, not realising they were supposed to set up their bar in WDP.

Of course this now gets into another issue which is pvp tutorials and such... but maybe once that problem is solved they can implement a system that deals with lethargic gameplay like some people have suggested earlier in this thread.

Sure we can find edge cases, but the GM knows if it's a players first match, as does the entire team in real time because the "Walk The Line I" achievement pops.

And if people have no idea recup exists (which... I mean I'm pretty sure it auto-fills on your hotbar, but sure again there may be edge cases), then this is actually a mechanism for teaching them a fundamental mechanic of the game mode.

Like first offense, they get a warning from the GM telling them they restored 0HP and that this is traditionally accomplished via recup.

100% agree a brief tutorial would help. Maybe a required quest along the same lines as Hall of the Novice where you're introduced to the common buttons. They could really go nuts that you have a LB and that burst is king. Maybe mention the scoring for each map!

At least one kill would affect half the job roster if not more in CC. You don't always net a single kill in CC, especially as specific jobs like SCH, but even then, it's tied to luck, it's a team game and not a solo game, if a game only nets 3-4 kills, then who eats the bullet? And if you're on the losing side and your team nets 0 or 1 kill, who eats the bullet? Makes zero sense for CC, and even for FL I'm not even sure due to certain support jobs, again.
Occupying one node would leave 80% of the alliance eating the bullet and you'd see everybody literally rushing objectives with no regard for the actual pvp to ensure they're the first one to cap an objective. People would mald constantly in alliance or party chat because it would turn into a first come first serve clown fiesta.

That's why this is a rabbit hole and usually coming from extremely misinformed opinions.
So, you only asked for suggestions to attack them is what I get from your post while providing nothing of value. What is your solution to solve this issue? Twiddling your thumbs?

I consider it a non issue wildly blown out of proportion much like it's been in pve as well since the dawn of time, so yes, essentially. And even if I didn't, I seriously doubt there is easy solutions like those anyway.

This stance is why PVP matches often tend to suck

No publisher has ever really been able to solve the "non-participating player" sorts of issues satisfactorily since the era of company-hosted pickup PVP began, to be fairly honest.

Even firms that focus on dedicated PVP like Blizzard and Riot struggle to do it, and typically wind up with popularity based systems that escalate players' authority to "vote to kick" to virtually "vote to suspend account" and have major knock on effects, presumably because the volume of reports involved becomes too large too quickly when it is easy to report.

The worst of these is players flat out using the report system in order to bully others into conformity because it doesn't matter if they are violating the TOS or not, the system sees the complaints from others and assumes they are. Perhaps worse still, players ganging up with the report system (via guilds, discords, etc.) in order to knock legitimately competing players offline to secure advantage for themselves (especially RMT cartels adore "mass report = assumed violation" systems).

This is even seeping into greater Internet culture, there are places where if you disagree with the prevailing - often subjective - opinion on topics, even if you are not explicitly breaking the rules you start getting DMs from moderators about how "you know, we're getting a lot of complaints about you" and intimating that simply being too unpopular should be seen as a violation now, regardless of the actual posted policy ...
