Why does Cure 1 not become Cure 2?

You know cure 1 should evolve into cure 2 and using cure 2 has a chance to prok a free heal

With the DPS focus of the game, I'd let it proc that the next Glare turns into an oGCD. Meaning you get the GCD back, kinda.
