If it's still fostering conversation (which, in this context, it clearly is) that is engagement.

Okay, please explain to me, walk me through the mental gymnastics that get one from "I refuse to engage with you" to "I'm fostering conversation with you"? This promises to be most interesting.

Refusing to engage is... refusing to engage. Engaging is engaging. Engaging with someone to say "grr I wont engage with you" and then further engaging with them is... a form of engagement. If you weren't engaging with someone or something you wouldn't engage with it. To not engage, it's as simple as not engaging. Funny how that works.
