I don't understand the common notion that smaller parties deserve smaller rewards. The way I see it, relative participation and relative difficulty are much more important when determining rewards than party size. To put it another way, as an individual, my participation and my share of the difficulty should determine what rewards I am due, not solely the number of people in the party.

Now, the suggestion at hand, content that scales with party size, is actually a good idea. Dynamic scaling may be rather difficult, but setting it when the event begins should not be. For those who prefer 8-man content, nothing changes. But for those who may only be able to find 6 or 7, they'll be able to jump right in without having to wait around for others or pug the final spots. Let's face it, it's the best answer to the problem.

I challenge anyone to give me an argument that explains why it's a bad idea to scale content to party size.
