No available character slots

I have been attempting to make a new character on my Data Center (I have a total of 5. Not all on the same world ). However, I keep receiving a notification that states, "This account has no available character slots. To create a new character, you must first delete an existing one by selecting the "Delete" option from the subcommand menu."

However, from what I understand standard accounts should have the ability to create up to 40 characters per data center.
Some of the worlds I have have 0/8 characters. So I am not entirely sure what is prompting the system to deny the ability to make new characters.

Is anyone else encountering this issue?
