Why can't I put an arrow through the head of enemies who seem to be dead?

Why does my archer just stand around and watch the evil person "revive" and do something bad? I would be putting a few arrows in key places to make sure they are dead!

I have to say, while it was never my style, public statements proscribing against teabaging dead players in crystal seemed kind of a shame. It was funny even when done to me.

Because it's a cliche in heroic fantasy (which has long since leaked over into other genres, like shonen) to assume the villains are dead or defeated and then act surprised when they turn up again later to cause more problems.
