Equally, I'm not sure it's better that they intended to produce this garbage.The unofficial live letter translation mentions "We wanted to match Extreme difficulty at first... but I would say the mechanics themselves are like the first floor of savage, but when you consider doing it as 24 people, it might bump up to the level of a second savage floor"
Zero mention of if that difficulty goal changed, zero mention of what they want the difficulty to be now or if they're satisfied with what they've made. And honestly, looking at everything the devs said about Chaotic aside from that, sounds like it was just PR fluff.
Back before it was even announced, Yoshi-P said “I can’t go into too much detail yet, but I’m trying to create savage [content] that has 24 people" in the Japan Expo interview back in mid-July.
And then in his late August Gamescom interview, "in patch 7.1 there will be the 24-person savage content"
I even tried filtering Google to pre-December 24th results looking for any reporting anywhere mentioning that Chaotic was supposed to be Extreme-level and not Savage, but the only reference I could find to that claim was the unofficial LL translation and articles made about it.
