IIRC in some cases, they were using crafted in BiS. Having alternatives to get BiS gear options has been something commonly asked for, be it through something like this or making Criterion more attractive to do.
The healer BiS was previously something around 722 because the actual savage gear had several pieces with nothing but dump stats. It'd be nice if they rebalanced things like piety relative to crit/dhit, but their previous attempts to do so have obviously failed to make it an attractive stat.
