I'm not sure I understand what you mean by "lingering effects". Hallowed Ground is just the invuln buff, both in PvE and PvP?

I read it as lingering special effects, like the glowing eyes of Inner Release.

What this would mean is, if you use Rampart, you have an effect on your character for the 20 second duration to show it is active.
