Give Dragoon Keen Flurry back - Parry the Planet

Let me parry the planet again.
I used to love this move back in the day, pulling the entire Dungeon because the Tank is AFK and Parry every single one of them.

Dragoon (and Viper) are the only Melees without a personal defensive CD.

With the addition of Keener Flurry which is an increase to parry rate to 80%.
I don't wanna hear no "Dragoon has armour hurdagurda".
Reaper has the exact same stats as Dragoon yet has a shield and a raid regen.
I want Keen Flurry - case closed.

Show us Dragoons some love.

(and no, Life Surge does not qualify as a serious defensive cooldown. if you use it solemnly to heal then what are you doing, really)
