None of the previews they showed implied that it's some freeby catch up gear thing, only that it's supposed to be a 24man fight somewhere between extreme trials and M3S in terms of difficulty.
For a raid that gives an alternative to savage gear and comes so late in the patch at the end of the first savage lifecycle with the same ilvl as beginner savage, yes I would say it implies that it’s catch up.

No one expected “freeby” catch up just the ability to catch up without needing to do yet another savage fight.

People also had in mind the original words of Yoshida that it originally was supposed to be less difficulty before they fucked up, another thing that implies catch up (or at least I and apparently the Japanese forum did).

    It’s quite easy imo.
Either they should have adjusted the difficulty beforehand when they realized themself that they went overboard or just raise the minimum ilvl to 720 themself and lower the max one to 725 or something or only 720 just to test how it works.
Because as it stands the 710 is apparently extremely misleading if I understand you correctly and the community is raising it anyway.

I will never accept locking out part of the playerbase from content after they got nothing in months just so the part of the playerbase that got everything in this expansion doesn’t have to interact with them.
Like I said before. We actually want more players to give harder content a chance.

The currency drop system should give a reason to actually help newer players.
If the content for that is not designed to support that then it is a problem of the design team. And I don’t mean dragging dead weight behind but the fight to not fall apart if one group screws up.

    Edit:
When I started the game the community would go out of their way to help people new to content even harder ones.
I still remember people setting up help runs for coils even though they didn’t get anything out of it.
I honestly wonder when that mindset was lost.
