Issues with mouse not working in game

My mouse does not work in-game, but it works everywhere else. I can click login from the game launcher but when I get to the menu, I cannot click any options to progress further. I can use my generic USB controller to navigate the options and enter the game. If I use the virtual mouse, it also doesn't let me click on anything. I thought it might be an overlay problem with Steam or Nvidia but I ruled it out.

What Platform are you using? (Steam/Windows/Mac/PS4 etc.)
At what point does the issue occur?
How often does the issue occur?
Are you running any additional programs alongside Final Fantasy XIV?

Steps taken before this issue occurs:
Are you on a Desktop or Laptop?
Does this issue occur for all characters?
Does this issue occur if the game is run in full screen mode? Does it happen in borderless or windowed mode?
If possible, are you able to try using a different controller/mouse to see if the issue persists?
Is the controller/mouse connection wired or wireless?

All steps taken to resolve the issue:

Do you have any extra peripherals connected that may be disconnected for the troubleshooting phase?
