In an ideal world, savage would already be unlocked in the X.1 patches, so I don't see any problem with this happening in a catch-up patch. There is no prestige to having savage gear, its a treadmill of progression that comes to an abrupt stop the moment ultimate goes down. So proividing people who otherwise wouldn't have BiS gear the possibility of getting it is not a bad thing, in fact, it'll likely lead to more player retention as the one thing many current raiders do not get about the gear system is that gear is the whole form of tangible or meaningful progression in this game. If there is not a means for someone to pursue the attaining of new gear; a means or method relative to their skill level or investment, their interest will wane and they'll quit/unsub until the next chance there is for them to "progress" in some way.

They don't need the gear for what they are doing, that much is true, but the game should stil provide the gear to keep people interested and retain an active playerbase. Something that FFXIV has been woefully incapable of doing before this point in time. So I applaud them for trying this and hope they stick with it for their implementations of Shades Triangle, Criterion and so on. Cosmetics are all well and good and fun but people want to earn new gear and should not be prevented from doing so because of some make believe prestige and importance people tie to having savage gear. Been there, done that, its a miserable mindset to live under.
