As a healer main in this game for nigh on 14 years all I can say is that I’m tired. My role has been eroded of complexity and expression for 3 expansions. I’ve watched the tanks do my role for me for 2 expansions and my feedback and critiques continue to fall on deaf ears.
I have no idea who modern healers are designed for but I know now it’s not me. This is the first expansion I’m truly considering dropping the healer role and not returning, so if that was the goal- congratulations I guess
This such a clearly flawed idea. Wanna know what I do when I'm faced with a full day lockout if I, say, get a single pull tank in leveling roulette?
I DC. I wait 10 minutes. So, instead of the party being able to instantly refill, they have to wait out the kick timer until they can kick me. So now, instead of me being punished for 30 minutes, I'm punished for 10 minutes and they're punished for a minimum of 5.
See how stupid this idea is? Current system is fine. And before anyone comes with a "DC is against ToS!" Good luck proving that connecting to the instance server didn't just kill my VPN for a bit. Or that I had a random spike. Or that my wifi died because my roommate randomly reset the router.

If the punishment is harsher people will forcibly disconnect and it'd be pretty difficult if not impossible to track whether it was intentional or not
That, and the players will have to wait until they are allowed to kick as you mentioned
plus if anybody happens to open a chest then that's a longer wait time because iirc it waits until everyone has rolled on it
Don't know whether it matters if the chest was open before or after the DC though
I also think that I shouldn't be punished if a tank choose to solo a boss from 90% HP to 0 that will take as much as the penalty to complete the dungeon too in some instances it isn't slightly even fair.
Why the tanks have even half the sustain they do is a mystery to this day

I think we did both agree with that in the past that tanks have way to much healing in general haha but ya I just hate it waiting a boss to die like 5/10% ok ya I can get why but 90% to 0 is a long time to wait.
Just no, there are several reasons to quit that are external to the game: a family emergency, someone ringing at the door, an important call, etc.
There are also gaming related reasons to leave. There are really bad and some toxic people out there (even got one group that was RP walking in a regular dungeon once…like do that in PF, not DF). Recently, I got into something on a job I don’t know to play by mistake: it was both in my and in the interest of the group that I leave before even starting. Or the new raid: for my first run, it put me on the final boss due to having forgotten that I had in progress checked. I left to get a full run for the story.
Some dungeons have bad visual effects that can make one feel sick or uncomfortable. I got one of those (Nier 3) insta pop 5 times in a row (someone had left before me so there was no penalty) while queuing for alliance roulette after leaving it. I like Nier 1 and 2 but 3 gives me a headache and nausea. I haven’t done any roulette since then.
In the end, people would just DC. Current system is fine and is decently balanced.

so on this about chest of someone DC after the chest is open you do have to wait but if the chest is open after the DC person doesn't have to roll because they aren't counted in the loot in itself so it's only the 3, online player that have tooHonestly yeah this is a pretty good point that has been brought up
