Honestly, there is no correct way to address the issue. Personally, it would be a radical change in the muse system in the PCT kit, retooling the muse system so that it would require other spell casts to build a resource to allow the damaging muse spells to be cast. Though that would require adjusting the number, a new resource for the class perhaps, or other small and large changes. "Fixing" the situation would require alot of time.
Agreed.

Personally, as someone who doesn't play Ultimate/Savage content, I'd be really disappointed if they adjusted Picto based on how it performs in said content.

It doesn't, to me, feel OP in Normal content. Whilst I've only just reached level 100 with it, and my gear level isn't maxed out (but is at a respectable level at least) it really doesn't feel any more or less 'powerful' than any other comparable job.
