I really need some explanation if this is actually the case or not? Have players (specifically tanks) successfully been reported for not skipping boss cutscenes to rescue the DPS/Healers that impatiently pull a boss?

There is no rule against pulling while someone is in a cutscene. It's just being polite to wait but they don't necessarily "have" to wait.
It is not reportable to wait for a cutscene, or pulling while someone is in one.
As a tank I just own it if someone decides to pull and simply go in to tank the boss. That could otherwise be treated as reportable since "I'm not tanking". Game's rules are dumb sometimes.

lol. Nobody is going to ban you for letting a DPS die or the party wipe if you were watching a cut scene. They can cry about it and report it. GMs are people, and probably screened for the smallest bit of common sense.
Now you are a GM, and you get this report. Do you investigate and see this happen, would you ban anyone? Of course not. Neither would they. Anyone who would wouldn’t last long at the job anyways because they aren’t good people.
It’s funny to see people pull the “wElL AkTuashlly, technically, tHe TOS says X” and proceed to make the most messed up interpretation they can come up with to justify their take.

YOU can watch all cutscenes from the Inn's as well and if you got a house/apartment or apartment in FC/being in FC... you can place a piece of furniture that also would make you able to go over logs.
So you wont really miss anything, it is bad design in general from SE to put the cutscenes where they do with any group content, it would be better put if it was upon leaving the instance and when unlocking the raid/dungeon/trial getting the start cutscene there as well.
I almost always wait from SB and up and from SHB/EW and up I wait every single time,
Anything with ARR/HW no reason unless too many people is a first time of course.
EDIT:
This has nothing to do with reporting someone, I would have no grudge anyone watching a cutscene, in the contrary, but it is not going to make me stop starting the fight with the boss at the lower end content, and if it is both tanks or both heals, would just have to wait, got eyes and ears including on the two other teams!!!

It is bad design, I'll agree with that. If you are in a CS how are you supposed to know you need to save somebody (if you are the tank)? Reported because you don't possess the gift of premonition? As far as I remember you get no notification that the fight has started when you are in a cutscene? (At least I believe I recall these awkward moments of surprise when you're out of a CS and you realise the fight has already begun without you.)
The experiences of watching a boss entrace in a dungeon vs. at the inn are completely different. At the inn it's context-less and has no impact. What makes the cutscene interesting (for those who like pre-boss cutscenes at least) it's the in-the-moment experience of meeting the boss for the first time, esp. if it's a story dungeon/story-relevant boss.

But yeah the lengths people go to be egotistical little shits because they can't wait 30 seconds top is astounding.

There is an option to automatically skip dungeons/raids/etc. CS you've already seen.

There is no way you can dodge ARR 24 main raids if they are coming, they are coming up, if you refer to the option to set for the groups minimum item level, then it is for leveling roulette only, already skipping any scenes is set that I have already seen, I would not feel hurt, if one I have not seen is started premature either and there is nothing wrong with pulling old content as soon as am there unless half the team or more is new to it.
