Collect FATEs resetting?

Area and coordinates: Central Thanalan, (23,20) and (23,16). Likely happens with other Collect FATEs in other zones as well.
Steps:
1. Start "A Few Arrows Short Of A Quiver", a Collect FATE
2. Collect 20 Stolen Shipping Crates from "A Few Arrows Short Of A Quiver"
3. Turn in 20 Stolen Shipping Crates to the "Crestfallen Merchant" NPC who you turn the "A Few Arrows Short Of A Quiver" Collect FATE Items to.
4. See that the FATE is marked as complete, but has 1 minute left on its timer before you would get the rewards. All Collect FATEs function like this, after all of the requisite items are turned in it takes a minute for the reward to be given to everyone who participated in the FATE.
5. Go to "Let Them Eat Cactus" in the same instance of Central Thanalan. This is a different Collect FATE.
6. Collect a Cactus Fruit from "Let Them Eat Cactus".
7. The 1 minute timer for the completed "A Few Arrows Short Of A Quiver" Collect FATE has finished, and you do not get any rewards from it.

Expected Behavior: Obtaining the FATE Rewards from a FATE that you participated in.

It actually has nothing to do with collecting another item in another FATE.

1. I collected 12 items for "A Few Arrows Short Of A Quiver".
2. I proceeded to clear the other FATEs (which were not collect FATEs).
3. A new player completed "A Few Arrows Short Of A Quiver".
4. I handed in the 12 items - without level syncing.
5. It said "You are far above the recommended level for this FATE. Your contribution will be ignored.". However, the progress towards the FATE still occurred and the items were removed from key items.
6. As expected, I got no rewards because my contribution was ignored as stated.

When I completed "Let Them Eat Cactus" and handed in half of them as level sync it was fine and I got the rewards.
