SE has always considered leveling dungeons as any that aren't 50/60/70/80/90/100 because that's made evident by the Leveling roulette. It's not completely obvious unless you have enough experience doing the roulette and noticing that you never get expansion cap dungeons. So SE has defined what a "leveling dungeon" is but hasn't necessarily made it clear to new players.

They just didn't have a term for expansion cap dungeons, so they just called the roulette Level 50/60/70/80/90 and it was getting out of hand. So they created a name "High-level" and defined that as the opposite of leveling dungeons. This isn't necessarily clear to new players, but at least it's explained in the description that it's specifically 50/60/70/80/90.

I just get it because I've played since ARR and it was especially obvious then that leveling roulette meant all the dungeons below the level cap and the others didn't.

I think the change did need to happen. I just think the terms used for it could be better or at least explained more visibly. Such as listing the level ranges for the leveling dungeons in the description like is done for high-level roulette.

Once people understand the roulettes, the similar terminology in WT will be more clear.

The issue isn't that they've merged, but that in the process of the merging, Castrum and Praetorium – level 50 dungeons which were eligible for the old "Dungeons (Lv50)" stamp – are now not eligible for the "High-level Dungeons (Lv50-60)" stamp that it was merged into.

Nothing has changed besides the MSQ roulette getting left out. You used to have separate stamp opportunities for level 51-59, level 61-69 and level 71-79 – none of them included the level X0 dungeons, which had their own separate stamps, and now they've been grouped up by dungeon type rather than pure level.

"If every role has to DPS" has nothing to do with it. Levelling and ex-endgame dungeons are just treated differently for some reason. Treating them the same would be a change, but you're complaining against perceived change, so I'm not really sure what you're aiming for.
