Proximity NPC voices

Is there a way to fix the proximity voices of the NPCs? I swear I did it once before and now I'm unable to find the setting? If it ever was a setting? It's a bit annoying to not hear what they say all the way because I turned my camera or moved too far from them.

I'm pretty sure in System Settings - > Sound there is a slider for if you want your headphones connected to you player model, your camera position, or somewhere in between, is that what you mean? (I can't log in to check right now, but I know that setting exists)
