Ninja's Hyosho Ranryu hit detection time increased

In the patch 7.1 notes, there is no mention of changes to Hyosho Ranryu. However, the hit detection time is observably more delayed.

Class/Level: Ninja/100
Steps:
1. Use Hyosho Ranryu
2. Observe that the damage text is more delayed (it was under 1 second in 7.05; it is almost 2 seconds in 7.1)
