What I usually do is reserve rescue for people who have made a mistake previously. If someone is standing in AoE I'll assume they have a plan to get out, unless they're doing something really egregious. It's very much a coinflip but it avoids punishing the more knowledgeable players.

I think rescue is fine as is. It's interesting and genuinely useful even for optimization (LB animation cancel). People will make mistakes when using it, but it doesn't happen all that often.
No, it is not. A rescue-happy healer shouldn't exist in the first place. It's a waste of a button slot that only serves for me to use Surecast or Arms Length pre-emptively to counter it. Best case is I get rescued 2 inches because I had already moved back to a safe spot. Worst case is I'm moved to an unsafe spot because the offending person doesn't know the fight (M2 normal says hi).

It's a button that is used for griefing more than it is for saving. Feel free to look up the horror stories posted to this forum and elsewhere. You'll have no shortage.

Remove Rescue.
