my GPU is about 8 months old, some say they run their game with high (desktop) graphics and only get half the GPU % than i do.GPU is supposed to be running that high. Mine is sitting at 95% atm and it's perfectly fine. You should try playing another game or run a benchmark and see what is happening.
Odds are your GPU might be cooked if you also get artifacts. Generally, that is a sign the GPU is dying.
To be fair, that is irrelevant as it can be faulty. Unless you stress test it and see how it performs in other games, the fact that it's just 8 m.o. only means that you are still under warranty. Others have suggested this as well, but seeing how it performs under stress + the temps that it reads during test it can be a much more accurate evaluation.
If stress testing + temp reading are normal, you could DL different driver versions. I had to do a driver rollback for Patch 4 of BG3 because the game had some really weird delays and rendering issues.
