Disclaimer: I'm not in tech support, this is just my layman's troubleshooting routine

Short of checking different possible causes you can't really tell.
In my case the game was crashing on loading screens or immediately on startup throwing various DirectX errors.
Looking at the system this would happen when RAM was getting rather full so I tried what happens when it was mostly empty and the game was fine, further testing revealed other programs running into issues intermittently (browser tabs crashing, Discord going unresponsive) whenever the system was using more than half the available RAM so I threw Memtest86 at it and did get a crash eventually. Trying individual RAM modules I found out one of them was faulty and whenever something tried to access the broken sector I'd get issues.
I've RMA'd the module with Corsair and am waiting to get a replacement from them.

You said you had artifacting and graphical glitches, though, and those usually are a good indicator for something going on with the GPU so I'd be leaning towards that.
This is why I suggested stresstesting the card to see what happens.

If it consistently runs into issues under stress you can try stuff like debug mode in the Nvidia control panel to enforce stock clockspeed and see if that fixes it, if it does your card is (factory) overclocked and doesn't like it for some reason or another so underclocking could be the solution. If that isn't fixing it you'd at least know that the issue is likely with the card and could go look for a solution from there.

If it handles the stresstest just fine you can try specifically testing with a DirectX test, since I think my go-to FurMark is OpenGL/Vulkan only, just to see if the issue is specific to that API.

If stressing the card doesn't indicate any issues with it but you can replicate issues in programs other than FFXIV it might be some other piece of hardware, in that case I'd just keep an eye on the resource monitor when it happens and maybe see if there's anything in the event viewer that can point you in the right direction.

If the card handles stress without issue and you can't replicate the issue outside of FFXIV that could indicate a software issue rather than a hardware one.

And lest I forget the simplest troubleshooting step of them all short of turning it off and on again: simply reseat the card to make sure it's in the slot correctly.

"try deleting the Final Fantasy folder inside My Games inside My Documents." i tried this and it still does the error, "if you open the cog wheel on the top right before you" i tried this and i dont see any directx settings, only backup UI, reset system settings, restore game files.

As I mentioned, a lot of people solved this error by making sure none of their components are overclocked. This is usually configured in the BIOS when the computer starts up, but a lot of GPUs come with software to configure stuff while Windows is running too. I'd suggest looking up to see what settings it should be on.

In general, components usually aren't overclocked by default because of potential issues like this, but sometimes the people who put the computer together decide to be smart and overclock for the consumer thinking it's unlikely to be an issue.

Just to add to this, MSI Afterburner makes the process very simple.

when i first boot up my PC i see a black CMD box for like 0.3 of a second, is that malware?
    I forgot to answer this.

Not necessarily. Any console program or batch file can produce this. Usually, a developer will try to hide any console from appearing so as to not scare you like that, but sometimes more simple programs or batch files that run at startup don't do this for some reason. I see them as well.

Malware could do this, but it's something you will often see with installers. Occasionally just startup programs can do it, especially if programs are "checking for updates" upon running.

i dont think its malware now, when im not running any game GPU is at 0%, my GPU should be able to run High (desktop) graphics, but my GPU can easily hit 90-99% usage.

Does this issue persist across any other games, or is it just FFXIV.

I would keep an eye on the time of the crash, then if you can view the crash from the event viewer and it should give you more details than what FFXIV can give you.

up to now, it only happens on FF14, i tried to find the crash in event viewer but idk how to do that exactly, it crash my times so in the past so wouldnt there already be a report in the event viewer?
i also had a look at the Geforce software, it can control overclock and fan speed but overclock isnt on by default so i dont think its overclocking.

    Hello. Try following:

    1. download Hwinfo Portable: https://www.hwinfo.com/download/
    2. start it with "Sensors only"
    3. Create a log. There are buttons in the bottom of the window.
    4. play so for 20 minutes or until the game crashes.
    5. upload the log somewhere so i can look into it. You can also zip it if it gets too big.

    Cheers
