Memoria Miseria is a different case, it's the only EX in the game that doesn't have a repeatable Normal version, the "Normal" version being a Solo Duty, so you could argue there was nowhere else they could've put the drop other than making it free from doing that sidestory segment or putting it as a NPC duel drop, this isn't the case with Thordan, his normal version is right there sitting with 0 potential drops.

And if you really want to squint, then there is also the G-Warrior card, which is purchasable with EX Totems from the Ruby, Emerald and Diamond Weapon fights, though it is also guaranteed in this case, you need one of each totem and they always drop.
