As of writing this comment (27th March, OCE) it's been 4230 days since the release of ARR. it's also been 2095 days since the release of Shadowbringers and thus the release of Fem Viera and Male Hrothgar.

In 40 days, we're going to hit a magical event where Shadowbringers will have been out for half of ARRs lifetime (4270/2 = 2135, 2095+40 = 2135) and Viera/Hroth will have been in the game longer than they haven't been in the game. and in all this time (5.85 YEARS as of this event horizon) they still have not done the bare minimum to get these new races on par with the others. Hroth and Viera players should be mad about this, it's absolutely ridiculous that a game as popular and profitable as FFXIV cannot fix issues with player characters that has almost been in the game longer than it hasn't been.
I guess the silver lining for me is I never wear hats, and in games I can turn headgear off, I do. So, it ends up being no real difference for me. That being said, the female hrothgar heads aren't all that crazy, so not sure why headgear is so difficult for them to adapt.
