Dawntrail World Boss Fates (Ttokkrone, Mica) Can No Longer Spawn

Steps:
1. Complete the fate chains for the region. ("Serpentlord" fates for Shaaloani, "Mascot" fates for Living Memory)
2. Wait a few minutes after completion.
3. If the respawn timer is complete on server side, the fate will spawn. (Currently the fate will not spawn.)


Additional context and information:
The community at large has noted through manual reporting and data collection that these fates respawn 36-72 hours after a server maintenance or previous fate completion, and this has been consistent until 7.1.
With the launch of 7.1, we have seen zero occurrences of these dawntrail worldboss fates globally, across all data centers and all servers. As we have reached the 72 hour point where a spawn would be expected to have "capped" the timer range, I am submitting this bug report, as it appears that Ttokrrone and Mica can no longer spawn with this patch 7.1.

Can confirm we are having this issue on Aether.

Multiple groups I'm part of that track world bosses have consistently failed to spawn these two FATEs since maintenance.
Other FATEs such as Chi, Daivadipa and Formidable still spawned exactly as usual, it is only Mica and Ttokrrone that have not been reported so far.

EDIT: Getting spawn reports of both FATEs all of a sudden from multiple DCs now.
Unsure if they got fixed or whether the patch adjusted their spawn timers to alter them in some manner, but given the sudden, explosive amount of fresh spawns, I presume "fixed" LOL
