They didn't turn it off entirely though. They just moved it from "always visible" to "can be turned off if the player desires", as we've all asked them to do. I mean there were people saying back then that this will have undesirable side-effects because the game only knows two types of effects, one that is always visible, and all the other ones.

Of course, what they should have done is make the outer boundary marker its own effect, and leave that at "always show" -> it'll still show for all other players too then, though. I don't think the game supports an effect being always visible to the player but hidden for other players.
