Revert Starry Muse not appearing on Limited visual effect setting

Kinda makes me wish there was some sort of compromise, like how ASTs star aoe works- where the starry outline is visible in limited, but the full explosion isn't. Maybe they could've kept the outer ring of starry muse visible, while hiding the pulsing flowers.

I could understand the full grass and flowers field might be distracting for some people, but this would be a good solution. Let that outer ring stay visible like AST’s Earthly Star.
