Unable to buy more than 99 ventures from Centurio Seals

Steps:
1. Have enough centurio seals to buy over 100 ventures and be no where near cap on ventures
2. Go to the centurio seal vendor in the Foundation and press exchange seals
3. Click on venture and set the receive ventures to 100 or more
4. When pressing yes for the exchange, get a "exchange failed message"
5. Set the receive venture to 99 or less and exchange goes through

I had a bit over 2000 centurio seals and about 12.5k ventures and kept getting the error message.

I'm getting this same error as well. Happens with the Hunt Billmaster at the Grand Company too!

I think I'm getting to like 30 different NPC stores, with a broad variety, by now without a single example of this new feature.

Have you found any examples of this working? The changelog specifically pointed out it won't apply to everything, so hard to know if a specific vendor is behaving correctly or not. But I really can't find a single example of it working.

Can confirm the same thing happens to me on the german client with centurio seals in Ishgard and hunt seals at the grand company.
