You have a ranking system in this game, just like FFXI. Why not make Sanction last based on the rank of the person getting it, and through death? Reward people for actually being able to get/use the items in the first place. Granted, ranking up isn't all that hard, but I'm sure they're going to add more ranks later. Right now I'd put the rank at the equivalent of rank 5 in FFXI, make it last a few hours, and improve it later.
Since i'm not familiar with FF11, i guess i should ask Ranking as in, server rank, top 20 to do X thing or kill X things?

If Sanction gear is kinda slotted as the in-between gear for something you get elsewhere, then its likely the ones at the top wouldn't much need it.

And those who do, or feel, they have no hope won't bother getting it. So Their seals have less value then those who don't need the gear anyway.

I think i prefer the current way. Everyone who has seals and buys a Santion gear has a chance at full benefit.
