Ul'dahn Officer's Overcoat has 10 int/mnd/piety/vit and Sanction: 15 Magic Acc. Probably the best body piece for blm. You can run Hyrstmill and get the Militia Robe for 5 more int/mnd, and while it is not hard content it is very tedious and the 15 magic acc can easily make up for 5 less int when you are bis with all your other gear.

I could go on but I think I'm making my point quite clear. The Grand Company gear is very close to best in slot for certain jobs and requires far less time investment to obtain. As for keeping Sanction on:

Primals- On a wipe, just homepoint to your Inn and then return to the aetheryte at the given primal.

Instances- If you are doing speed runs, the goal is to not die so... If you do die, that is the time for the scroll.

Nael Van Darnus- He is in a bloody town, run to Adder's Nest if you die.

Castrum Novuum GC quest- If you die, you probably have to run through the place again so you might as well grab sanction and then return to regroup.

If you aren't willing to spend 5 minutes to get sanction after a death, then instead spend hours upon hours or millions upon millions getting gear that doesn't require any upkeep.
The gear is good but it's the Sanction bonus that's the question.

If you always used death warp to get Sanction again.. he's right, it's just an annoyance. Enjoyment -1.
