It's looks as though they kind of just used the XI races to populate Eorzea, without really giving any thought to their origin aside from mentioned obscure names of places they could implement later.There must be a reason for that though, right? Plus, it's true that people that live in a different country which has people who have a different accent from their own develop the same accent as the native population, either out of habit or necessity so that may be the case here as well.
