Alxaal and Prishe can be found in the open world at random locations since they are now traveling the world as Adventurers. It seems they may become permenant side characters that wander the world with this Raid storyline. Their group may even expand each raid section if new characters are planned to be introduced to their group.
This will be a nice touch to this raid if it adds the FFXI adventurer group into the world of FF14.
About that
They seem to only appear in Tuliyollal, in Earthenshire and right outside of Worlar's Echo. I looked for them Shaaloani but didn't find them anywhere near where npcs are. So I don't think they're in Xak Tural.

Everyone in Tavnazia would know about her. Maybe not what she looks like as she unfortunately was given the moniker "the abhorrent one". All due to her being cursed early in life in an unknown amount of time prior to present day. Her curse gave her immortality and stopped her growth. She is one of three children/teens in XI that are way older than they appear to be.

About Sphene's aid
If you go and talk to him after the initial funeral cutscene he says something about wishing he had her majesty's resolve. Which at the time I didn't really afford any attention to, but after the end of the patch I'm having 2nd thoughts about. Did he cave so hard in his grief that he went and did something he didn't understand fully what it would do or is he just as much of a victim? As this feels something Preservation would do. I still wondering why we didn't get to meet them til now.
@Iscah about earth ather I would have to say yes if the information we learn about the elements are correct.
In Eureka we learn that earth grounds lighting. So it would make some sense as to why we are able to see the sun.
About the rroneek I feel they're going with how many tribes of the Great Planes region of America regard the buffalo as a sacred animal that they also occasionally hunt and use all parts from.
