You mentioned that you reinstalled the game. Reinstalling games (in general) often doesn't erase configuration files since they barely take up space and are convenient to still be there if you install again. As such, the files in Documents\My Games\Final Fantasy XIV - A Realm Reborn\ could still be corrupted in some way (but do note these contain hotbar, HUD Layout, keybinds and character settings in case you want to back them up).

That said, it affecting multiple characters makes it less likely that it's individual character settings, unless there is some sort of incompatibility with the settings due to the maintenance (such as it forcing characters back to their homeworlds if you had been traveling away). If it's not affecting your husband's account on the same user (not just same computer), then it would likely be using the same system settings and show it's not the system settings affecting it.

If you HAD been Data Center Traveling at all, you may need to manually navigate to the Primal Data Center again (or where ever your homeworld is located) by clicking "Data Center" from the main menu, due to maintenance having sent you back home and your local settings not being aware of this.

If that doesn't work, I wonder what would happen if you made a new character on a different data center or a different region? There have occasionally been times when logging into a different data center has resolved issues for me.
