Already fixed the issue with it being the dx11 .dll being corrupt and managing to evade the sfc scans. Updated windows to a Beta build and the game seems to work fine now.

Regarding the CPU issues, I have updated my bios to the latest version and currently running on Intel defeault settings. If the game still crashes, then I will have to RMA the CPU as you've mentioned or consider swapping to AMD.
