Itll never happen. Mod community is legion. They are many. Besides-- the devs are way too lazy to do their jobs as it is now. What makes you think they'd start doing their jobs 3 expansions in that they failed to do for 3 expansions? lmao.

Might not be that the devs are lazy. Might be that the dev team is only like 3 people. I don't know where all the money is going but it definitely need to go to scaling up their workforce. Start hiring internationally, hire fans of the game, modders, hire translators and have international folks working remotely. Something.
They have such an extended patch cycle but still "not enough time and resources" to do stuff like adding hats on Viera.

They always talk about the money from FFXIV going to failed projects (not named FF, DQ, or Nier), terribly modeled mobile games, and NFTs (that the CEO is still very much obsessed about). They've been trying to hire for a while, but very few people seem to be interested and I doubt it's just because they want the new hires to be able to speak and understand Japanese at a decent level. I certainly wouldn't be surprised if their team is both understaffed and some of their development processes are outdated to the point that it takes way longer than it should.
So sure, maybe it's not the devs fault at all, maybe it's company management, or archaic processes that have the devs wait weeks for some higher up to sign off on the most basic of changes.
But it ultimately doesn't matter to the paying customer who is at fault, just that it's not getting fixed.
Even if it was something like that, it's been over 5 years for something we were told would happen in batches over the course of Shadowbringers and that they have continued to largely ignore when making new gear. It's ridiculous they still haven't implemented hats for Viera and Hrothgar yet. With Dawntrail they've been starting to let us "wear" some hats (but they remove the actual hat and it's just goggles or a mask), and I'm beginning to think they will never let us wear hats and this is their poor attempt at "solving" the problem. Some examples if you haven't seen them yet: Light-Heavy Bandana of Fending (removes bandana, wearable glasses), Light-Heavy Hat of Casting (removes hat, wearable eye mask), Vanguard Mask of Striking (removes cap, wearable mask), Cauldronrise Beret (removes beret, wearable monocle), and Minerise Helmet (removes hard hat (that doesn't seem safe when mining...), wearable mask).
You know considering Wuk and Eren are the stars of dt, you might think someone on the dev team, at some point between 6.4 and 7.0s release (ie when DT advertising started) someone on the dev team wouldve said "oh since a hrothgar and a viera are the leads, lets treat those players right this time!"It's ridiculous they still haven't implemented hats for Viera and Hrothgar yet. But alas.
And worse still, hroth and viera got no hair updates for dt launch, much less female hroth being locked to only face-specific hairs compared to their counterparts, a design choice I simply cannot wrap my head around when male viera got all the new hair options on EW release female viera got.
It's kind of hilarious to see that a bunch of passionate modders can do in a jiffy what actual devs can't screw their heads around.
Reckon it's something along the lines of "It has to be super perfect and not janky" and them being limited via budget, time and staff. WELP, at least the next patch has some QoL, here's to another five to six months of waiting.
