I'd be surprised if it's an actual area where you can have battles any time and not an NPC room or instanced solo-duty.

Doubt it, I mean for Omega we had the omega waiting room, and for Ivalice they added that giant airship area where you just hang around and do nothing. But it would be downright amazing if they added a full XI zone.

They've shown some pictures of a non-dark Jeuno that appears to be different from the raid, it could be that.
