This is absolutely not true, the standard for EX PF description is "know up to the point we're trying to reach and know a guide" how does that take a lot of commitment besides knowing the fight?Not sure what might have been misunderstood but I agree with not 99% of what you say but 100%.
Casual is about the level of commitment required, not the level of skill. Getting up to the standard required to match Extremes PF descriptions for example games a lot of commitment.
Change that PF culture, and extemes can become casual content tomorrow.
And to be clear changing PF culture is NOT the job of people themselves to change. PF system has been around ages, what we have now is the equilibrium behaviour for EU cultures, Vs NA cultures, Vs JP cultures.
Changing PF culture requires changing the PF tools, charging the instance incentives ( eg moving into Duty Finder, adding more nuanced matchmaking options like clear phase 1 , clear phase 2 etc, offering rewards for not bailing after the first wipe)
