I don't think that change is broadly necessary. A charge counter on an action means "When this action's recast timer completes, it accumulates one charge. If it has not accumulated its max charges yet, the recast timer will begin counting down again." There are a few gauge spending actions that do act this way or something like it (Sage's Addersgall actions and BLM's Polyglot actions (except they don't recharge unless you're in an elemental stance and all mid-charge progress is lost if your stance drops)) but the majority of gauge spenders don't work like that.
At the very least, if they were to add charge counters to gauge actions, there should be something different about the number so that it doesn't look like a plain recast timer charging action. For example, put a diamond behind the number to make it easy to tell at a glance which "charge" actions are actually gauge spenders.
